WASHINGTON — President Trump has drawn a new red line for PresidentBashar al-Assad of Syria, with American officials describing preparations at a Syrian air base for a chemical weapons assault as they sought Tuesday to bolster Mr. Trump’s threat to deter an attack.

But the administration elaborated little on the president’s unexpected, 87-word statement a night earlier that warned that Mr. Assad would “pay a heavy price” if he again released toxic gas on rebel-held territory, leaving lingering questions in Washington and in the Middle East about Mr. Trump’s intentions in Syria.

American officials have declined to rate their level of confidence about whether a chemical attack is imminent or to say whether the administration has pursued diplomatic channels to stop it. Military officials, who were initially caught off guard by Monday night’s White House statement, would not discuss what options they were considering. Conversations with allies about the chemical weapons intelligence have been kept largely secret.

28 June 2017 – The United Nations disarmament chief today called for stronger international cooperation to prevent terrorists from accessing and using weapons of mass destruction, warning that technological advances – such as unmanned aerial vehicles, 3-D printers and the Dark Web – make it easier for terrorist groups to effectively use such weapons.

Syrian conflict moves into new and dangerous territory


(CNN)A new phase of the Syrian conflict has begun, one in which outside powers are stepping up their involvement as the pressure gathers on ISIS' last redoubts.

Two events in recent days -- the shooting down by a US plane of a Syrian Su-22 and the use of ballistic missiles by Iran against ISIS targets -- are evidence of a scramble in eastern Syria that's been gathering pace since the beginning of the year.

It's the first time the United States has shot down a Syrian military aircraft, and at least the fifth occasion it has targeted regime and pro-regime forces since the Trump administration took office.

22 June 2017 – Humanitarian aid workers want to help people in some of the biggest war zones, but extreme risks and threats are paralyzing their operations, a United Nations-backed report today concluded.

“'Conflict parties' lack of respect for the fundamental tenets of international humanitarian law and the brutality and volatility of today's armed conflicts make it extremely difficult and dangerous for these brave aid workers to deliver humanitarian assistance and protection in complex emergencies,” said UN Emergency Relief Coordinator Stephen O'Brien, whose Office for the Coordination of Humanitarian Affairs (OCHA) co-produced the report.

13 June 2017 – A major intergovernmental meeting got underway at the United Nations today, bringing together a wide range of stakeholders to ensure the full implementation of a landmark treaty on the rights of persons with disabilities.

“The Convention [on the Rights of Persons with Disabilities, or CRPD] is one of the most progressive human rights treaties, recognizing the role of the people it is trying to impact,” Georgi Panayotov, the Permanent Representative of Bulgaria to the UN and the President of the 10th session of the Conference of States Parties to CRPD, said at a press conference today at the UN Headquarters in New York.

5 June 2017 – Emphasizing the potential for 'greening' the world of work, the top United Nations labour official told delegates at the International Labour Conference today that job creation and the protection of the planet can and must work together to ensure a sustainable future for all.

Decent “green” jobs are the future and they must be placed at the heart of the 2030 Agendafor Sustainable Development, Guy Ryder, the Director-General of the International Labour Organization (ILO), said, adding that: “Nothing will more clearly distinguish the first hundred years of the ILO's history from the second than the necessary greening of the world of work.”

EU, China unite behind Paris climate deal as Trump mulls US withdrawal



(CNN)European Union leaders and China vowed Thursday to push forward with the Paris Agreement on climate change as the world waits to see whether US President Donald Trump will pull out of the landmark accord.

Trump has said he will announce his decision on the climate deal later Thursday. Two senior US officials familiar with Trump's plans told CNN on Wednesday that he is expected to withdraw from the Paris accord.

Such a move would be a major break from international partners that would isolate the United States in efforts to curb global warming.

Now EU and Chinese leaders have banded together in an unusual alliance that emphasizes the absence of the United States -- the world's second biggest emitter of carbon dioxide after China -- from the playing field.
