US intel believes Putin isn't serious about peace talks — but Trump says Putin wants to stop fighting
Russian President Vladimir Putin delivers a speech in Moscow on Thursday.There is no evidence that Russian President Vladimir Putin is prepared to seriously engage in peace talks with Ukraine that do not favor his maximalist aims in the country, three sources familiar with US and western intelligence tell CNN.
Although President Donald Trump has claimed Putin “wants to stop fighting” and does not want control over the entirety of Ukraine, US and western intelligence officials believe Putin remains fixated on either subsuming the country into Russia or ensuring a small, weak Ukrainian state that is dependent on Moscow.
“If you were to get a ceasefire, then a ceasefire is just time for Putin to take a rest and rearm and come back and get the rest of what he wants,” said one of the sources. “We’ve seen no indications whatsoever that his ambitions have changed.”
Putin also likely sees talks with the United States over the future of Ukraine as an opportunity for Russia to return to the world stage as a normal country — not the economic and diplomatic pariah Europe and the Biden administration sought to make it, these people said.
And at this point, Russia is continuing to make grinding gains on the battlefield. Western intelligence officials believe its economy can likely sustain the war effort through next year. Russia has no incentive to make any meaningful concessions on Ukraine, the first source said.
“In [Putin’s] mind, he’s still winning. Winning slower than he wants to, but still winning.”
Some background: Trump said Wednesday that Russian President Vladimir Putin wants the war in Ukraine to end and that he thinks there will be a ceasefire “in the not too distant future.”
The president made similar comments days earlier: Trump on Sunday said he was convinced after a phone call with Putin that the Russian leader wants to end the war. “I think he wants to stop fighting. I see that. We spoke long and hard,” Trump said.
