Analysis: Gaza’s ceasefire holds, as mediators now work on decoding the next phase
The complexity of disarming a group like Hamas and reconstructing Gaza, an enclave pulverized by two years of Israeli strikes – all while creating an international force to stabilize the region – is an unprecedented task, and mediators are decoding these issues while trying not to lose momentum gained for the ceasefire.
On Wednesday, senior US advisers underscored the enormity of the task in a briefing to journalists, admitting to the difficulties facing the plan, but also a dedication to follow through with the vital ceasefire.
The briefing took place a day before Trump’s tweet today, where he warned Hamas, if the group keeps killing people in Gaza, “we will have no choice but to go in and kill them.”
At the briefing, senior US advisers said that many countries have raised their hands to be part of the so-called International Stabilization Force to take over security of Gaza, which is now starting to be constructed with Arab and Muslim countries. But other Arab officials have told CNN this week that such a force would need a clear mandate from the United Nations Security Council, and called for clarity over the capacity of the multinational force before the commitment.
Another unanswered question is whether Hamas will lay down its weapons, as mandated by the deal. The group has shown no signs since the ceasefire began that it is willing to disarm. From the briefing it is clear that the US understands the complexity of that assignment, with the officials saying reconstruction could begin in areas clear of Hamas even before the group is completely disarmed.
Rafah, in southern Gaza, could be an example for how the rest of the strip might look like in the future. One of the US officials said the area is clear of Hamas and therefore could be the first place to witness reconstruction with a local police force.
