Security Council LIVE: Civilians in conflict under spotlight amid rising global toll


The Security Council is meeting in New York for its annual open debate on the protection of civilians in armed conflict amid mounting concern over rising civilian casualties, attacks on humanitarian workers and widespread destruction of homes and critical infrastructure in wars around the world. The UN's top humanitarian for crisis response told ambassadors one civilian was killed every 14 minutes last year. Follow live below from our Meetings Coverage team.



In brief - protection of civilians in armed conflict

What happened: The Security Council held an open debate on the protection of civilians in armed conflict today, with UN humanitarian official Edem Wosornu sounding the alarm that in 2025, 1 civilian was killed every 14 minutes. A decade after the adoption of resolution 2286 (2016), protecting medical and humanitarian personnel, Member States highlighted growing attacks on medical and aid workers, journalists, children and the most vulnerable, particularly in the Middle East and Ukraine, and a “trend of disregard” for international humanitarian law.

Why it matters: When leaders direct their militaries to act without restraint, label their enemies as “sub-human” or threaten entire populations, they “threaten to destroy the moral foundations of what is means to be human”, said the ICRC President.

The bottom line: Without stronger accountability and full respect for international law, atrocity crimes become easier to justify, eroding moral and legal boundaries that are meant to restrain warfare and emboldening impunity for civilian harm.
